For tecs to work properly, the attitude control, especially the pitch, must be well tuned beforehand. it looks like you haven’t done any autotune at all, because the roll and pitch tuning values are all at the default settings and the pitch control in fbwa is also very poor.

After you’ve stabilized your airplane in this level flight condition, advance the throttle and raise the nose to maintain the test airspeed until you are stabilized in a climb at full power (or climb power or maximum continuous power and rpm, if appropriate) at the test airspeed.
