You can make cuts to a part at the assembly level. in the assembly, go to the "3d model" tab, select "start 2d sketch" and sketch on the surface to be machined, then "extrude" to remove the material.

Create or edit a part in context of an assembly. create a sketch or edit an existing sketch. on the ribbon, select sketch tab create panel project geometry and select the edge, loop, face, or sketch geometry. I can build new parts and constrain existing parts to the assembly sketch. not only was this top down approach more intuitive, but sketch driven assemblies are very easy to manipulate after they are built. I then realized that i need to create a sketch and make an edit to my assembly. the sketch command is greyed out however. i did some trouble shooting and realized that once i converted it, it no longer allows me to make edits.
